What is a management proposal?

A management proposal, often called a management plan, is a strategic document developed by a property manager for a property owner. Its primary purpose is to secure a management contract by demonstrating the manager's competence and plan for the property. This document typically includes a thorough analysis of the regional and neighborhood markets, an evaluation of the subject property's physical condition and financial performance, and a proposed operating budget. It outlines the manager's strategy to achieve the owner's goals, such as maximizing revenue, controlling expenses, and enhancing the property's long-term value.

B. This is too specific; a budget for variable expenses is merely one component of a much broader management proposal.

C. This describes a periodic property management report or owner's statement, which is generated after a management agreement is in effect.

D. This defines a mixed-use development or a planned unit development (PUD), which is a concept in urban planning and zoning, not property management.

In Chapter 3, "Marketing and Securing Management Accounts," the text details the creation of a management plan (proposal) which includes an analysis of the property, the market, and a recommended management strategy with a proposed budget (pp. 55-62).

Section 18VAC135-20-280 outlines the required provisions for written property management agreements. The management proposal is the precursor document used to negotiate the terms that will ultimately be formalized in this legally binding agreement.
