25G PON is a standard PON protocol defined by the international standard organization.

The 25G PON technology was initially defined and promoted by the 25GS-PON Multi-Source Agreement (MSA) Group. The MSA is an industry consortium formed by service providers and equipment vendors, not a formal international standards organization (SDO) like the International Telecommunication Union (ITU-T) or the Institute of Electrical and Electronics Engineers (IEEE). While the ITU-T has subsequently started work to standardize a 25G PON system (G.9806), the technology's origin and primary specification come from the MSA.

The statement is imprecise and therefore incorrect. The distinction between an industry MSA and a formal SDO is critical in the context of technology standardization. The primary standards bodies for PON are the ITU-T and IEEE, whereas 25G PON originated from an industry group aiming for faster market adoption.
