What is obligatory in MoV?

The Management of Value (MoV) framework is built upon seven core principles that are considered the foundation for its successful application. These principles are universal, self-validating, and empowering. They are described as obligatory for good practice because they guide the decision-making and activities necessary to maximize value. Adherence to these principles, such as 'Align with organizational objectives' and 'Focus on functions and required outcomes', is essential for embedding a value-conscious culture and ensuring the methodology is applied effectively.

B. MoV describes seven main processes, not eight groups of processes. These processes are adaptable to the specific context and are not rigidly obligatory in their entirety.

C. Embedding MoV is a critical objective, but it is achieved through the application of the entire framework (principles, processes, techniques, and supportive factors), not by a single core requirement.

D. MoV includes many techniques, with function analysis being a key one. However, it does not mandate that exactly two specific techniques must be applied; the choice of techniques is context-dependent.

Chapter 2, Section 2.1, Page 9: This chapter introduces the seven MoV principles, stating, "The MoV principles... provide the foundations for a value-improving culture and good practice." This establishes the principles as the fundamental, obligatory basis for the methodology.

Chapter 3, Section 3.2, Page 23: This section details the seven MoV processes, not eight. The text emphasizes tailoring and adapting the processes, which contrasts with the term "obligatory."

Chapter 4, Page 41: This chapter presents a wide range of MoV techniques, including function analysis, but frames them as a toolkit from which to select appropriate tools, rather than a mandatory set.
