Which is a true statement about the Value Index?

The MoV® Guide defines the Value Index as “a measure, at a point in time, of how well the solution under consideration would meet the project’s objectives.” It compares the forecast contribution of the current design to the agreed objectives and is recalculated as the solution evolves. The metric therefore provides management with an immediate view of whether the emerging solution is still on track to deliver the required outcomes, independent of whether costs represent “value for money” or whether the business needs themselves have changed.

B. Focuses on cost–benefit (“value for money”); the Value Index is objective-achievement, not cost efficiency.

C. Index combines whatever criteria are in the Objectives hierarchy, many of which are financial; it is not limited to non-financial aspects.

D. The Index naturally changes as the design or cost profile changes, even when business needs remain constant.
