Which method provides a good checklist for communication during an MoV study?

The 'Five Ws and an H' (Who, What, When, Where, Why, and How) method provides a simple yet comprehensive framework that acts as an effective checklist for planning communication. During an MoV study, it is crucial to have a clear communication plan to manage stakeholders effectively. This method ensures all essential questions are answered: Who is the audience? What is the message? When and how often will communication occur? Where (which channels) will be used? Why is the communication needed? And how will it be delivered? This structured approach ensures that the communication strategy is thorough, targeted, and aligned with the objectives of the MoV study.

A. Brainstorming: This is a technique for generating a wide range of ideas, not a structured checklist for planning communications.

C. Function Analysis: This is a core MoV technique used to understand what a project or product does to deliver value, not how to communicate about it.

D. Cost/Worth: This is a value analysis technique used to compare the cost of providing a function against the value stakeholders place on it.

AXELOS. (2010). Management of Value (MoV). The Stationery Office. The principles of the 'Five Ws and an H' are fundamental to the communication planning activities described in the MoV process. For instance, Section 5.3.3, 'Plan the MoV study,' details the need to identify stakeholders and their information needs (Who, What, Why) and to plan workshops and communication activities (When, Where, How). This method provides the checklist to fulfill those requirements.

Office of Government Commerce. (2007). Managing Successful Programmes (MSP®). The Stationery Office. Chapter 8, 'Stakeholder Engagement and Communication,' outlines the need for a communication plan that addresses audience, message, timing, and method, which directly corresponds to the 'Five Ws and an H' framework. MoV aligns with and supports the MSP framework.
