Which statement about MoV is true?

Management of Value (MoV) is a framework designed to maximize value for money by optimizing the balance between the satisfaction of needs and the resources used. A core aspect of this is considering the whole-life cost of a project or programme. This involves evaluating not only the initial capital expenditure (investment) but also the long-term operating and maintenance costs. By facilitating an optimal balance between these expenditures, MoV ensures that decisions deliver the best possible value over the entire lifecycle of the outcome, rather than simply focusing on the lowest initial price.

A. MoV supports decision-making based on maximizing, not minimizing, value for money. The goal is to achieve the best possible return on the resources used.

B. MoV explicitly aligns all activities, including innovation, with an organization's strategic goals and objectives to ensure all efforts contribute to the desired outcomes.

D. The use of resources is a fundamental component of the value equation (Value = Benefits / Resources). MoV requires careful consideration of resources to assess value.

For Correct Answer (C): Section 2.3.3, 'MoV and the investment lifecycle', states, "MoV considers the whole-life cycle of the product of the investment... This includes the balance between initial capital costs and subsequent running and maintenance costs." (p. 11).

For Incorrect Option (A & D): Section 2.1, 'What is value?', defines value as "the ratio of satisfaction of needs to the use of resources." This confirms the goal is to maximize this ratio, and that resources are a critical part of the calculation. (p. 5).

For Incorrect Option (B): Principle 1, 'Align with organization's objectives', is a core MoV principle, emphasizing that value must be defined and pursued in the context of strategic goals. (p. 9).
