Which of the following best describes the Management Plane?

The Management Plane is the logical plane that provides the interfaces for network administration. It encompasses the protocols and processes used to configure, monitor, and manage network devices. This includes functions like setting up device parameters via a Command-Line Interface (CLI), monitoring device health with the Simple Network Management Protocol (SNMP), or automating configurations with NETCONF. It is the mechanism through which human operators or management systems exert administrative control over the network infrastructure, separate from the automated control logic of the Control Plane and the traffic forwarding of the Data Plane.

A. This describes the Data Plane (also known as the Forwarding Plane), which is responsible for the high-speed processing and forwarding of user traffic based on tables populated by the Control Plane.

C. This describes a policy-based networking function. While policies are configured and applied via the Management Plane, this statement describes the outcome of policy enforcement rather than the fundamental definition of the plane itself.

1. Official Vendor Documentation (Nokia): Nokia, SR OS R19 Basic System Configuration Guide, Document ID: 3HE-14615-AAAA-TQZZA, Edition 01, Section 1.3.1 "Management Plane". The guide states, "The management plane is used to access and manage a network element... Access to the management plane can be through a console port, or through the network using Telnet, SSH, FTP, SCP, or SNMP." This confirms the plane's role in management and administrative access.

2. Peer-reviewed Academic Publications / Standards (IETF): Haleplidis, E., et al. (2015). RFC 7426: Software-Defined Networking (SDN): Layers and Architecture Terminology. IETF. Section 2.2.3, "Management Plane". This RFC defines the Management Plane as being "responsible for managing the operational state of the network. This includes functions for configuration and monitoring of the network state." This directly supports the role of network management. (DOI: https://doi.org/10.17487/RFC7426)

3. University Courseware: Feamster, N. & Rexford, J. (2017). CS 144: Introduction to Computer Networking. Stanford University. Lecture Slides, "Lecture 11: Network Management". The course materials distinguish the three planes, defining the management plane as the interface for human administrators to interact with and configure the device, contrasting it with the control plane (routing protocols) and data plane (packet forwarding).
