Which is a COMMON challenge encountered by organizations that MSP is designed to address?

Managing Successful Programmes (MSP) is a framework specifically designed to manage complex, transformational change. A primary reason for the failure of such large-scale change is the inability to overcome organizational inertia and influence the prevailing culture. MSP directly addresses this through its principles, such as 'Lead with purpose', and governance themes like 'Stakeholder engagement'. It provides a structured approach for creating a clear vision, communicating it effectively, and managing the human aspects of the transition. This ensures that the change is not just implemented technically but is also adopted and embedded within the organization's culture, which is crucial for realizing benefits.

A. An organization's failure to manage the delivery of its projects effectively: This is a project management challenge. MSP focuses on coordinating projects to achieve strategic outcomes, not on the detailed execution of individual projects.

C. An organization's failure to have the same benefits management practices across the organization: This is an issue of corporate-level maturity or portfolio management. MSP provides a benefits management framework for a specific programme, not for standardizing practices across the entire organization.

D. An organization's failure to change the external drivers that influence a programme's objectives: External drivers (e.g., legislation, market forces) are typically outside an organization's control. MSP helps a programme to respond and adapt to these drivers, not to change them.

Section 2.2, 'Why use programme management?': This section highlights common challenges organizations face, including "a failure to realize the benefits from change initiatives because the focus is on delivering new assets or capabilities, rather than on changing the way the organization works." This directly relates to overcoming cultural and operational norms (Option B).

Section 3.2, 'Lead with purpose': This principle states, "Leading with purpose is about directing and influencing the programme to bring about the required transformational change... It requires a focus on the people side of change, which is often the most challenging aspect of a programme." This explicitly identifies influencing people and culture as a core challenge MSP addresses.

Section 4.5, 'Stakeholder engagement': This theme emphasizes that "programmes introduce transformational change that affects stakeholders in many ways... Effective stakeholder engagement is critical to success." This reinforces the focus on managing the cultural and human elements of change.
