Regulatory compliance issues represent a significant threat to the project's viability and the organization's legal and financial standing. Non-compliance can result in severe penalties, halt the project, or prevent the product from being released or used. According to project management principles of risk management and stewardship, such high-impact threats must be addressed with the highest priority. While resource and role transitions are important, they are secondary to an immediate compliance failure that could invalidate all project work and expose the organization to significant liability.
